The Challenge
Municipalities lacked a structured, evidence-based mechanism to test, evaluate, and scale innovative solutions. Pilots often stalled without clear decisions.
Our Approach
- Built a full experimentation lifecycle: onboarding, KPIs, baselines, 60/90‑day evaluations.
- Provided operational, technical, and legal support to municipalities and startups.
- Developed playbooks, templates, and dashboards for consistent evaluation.
- Created the scale/stop recommendation model for MoMAH’s executive committee.
