Activating Municipal Value: Asset Portfolio Planning & Activation for Oloof
Designed an end-to-end asset portfolio activation strategy that converts municipal assets into investable, operable use cases—balancing revenue potential, service quality, and community value.
The Challenge
Oloof was mandated to unlock value from a broad municipal asset base while strengthening community services and long‑term financial sustainability. The portfolio required a structured approach that could answer three questions with confidence: which assets should be prioritized, what activation models are most viable, and how can decisions be translated into investable, executable packages.
Our Approach
We developed a portfolio activation blueprint that combined technical insight, market logic, and implementation readiness—ensuring recommendations could move directly into execution:
- Conducted comprehensive asset assessments (condition, catchment demand, location dynamics, regulatory considerations, and market attractiveness).
- Developed 19 activation use cases spanning culture, leisure, retail, seasonal programming, and community-oriented services, each with clear operating intent.
- Built a portfolio financial and delivery model with revenue projections, CAPEX/OPEX ranges, implementation sequencing, and risk/mitigation logic.
- Defined investment packaging options (quick-win activations, partnership-ready assets, and longer-horizon development opportunities).
- Delivered practical playbooks: activation pathways, procurement templates, governance and decision cadence, and performance indicators to track adoption and results.
Results & Impact
The engagement created a practical, decision-ready portfolio foundation:
- 62 assets assessed and categorized into priority waves with clear activation pathways.
- 19 use cases articulated as operable concepts with commercial logic and service intent.
- SAR 74m in revenue potential identified across prioritized assets and activation models.
- 35 community activations delivered through pilots and early-stage programming—demonstrating momentum and testing operating assumptions.
What This Enabled
